   The Ministry of Economic Development has prepared a bill to test new digital technologies in eight industries. The participants in the experiment will be exempted from certain legal norms.

In Russia, "regulatory sandboxes" will be created, within the framework of which the blocchains and cryptov currencies will be legalized. The corresponding bill has brought in the State Duma of Ministry of Economic Development. The document has consolidated eight sectors: medicine, transport, distance education, trade, financial market, construction, industry, public services. A specific list of rules, from which residents of experimental legal regimes (EPR) will be exempt, is listed in the bill - "satellite," Izvestia informs.

The Ministry of Economy said that the experiment participants, who will work with the block and cryptographic currency, will be exempted from mandatory requirements for financial organizations in terms of the minimum size of the established capital, reservation of funds and reporting to the Central Bank. For residents of "sandboxes" may be abolished and the regulations on the maximum size of risk per borrower. The document says that participants of the EPR will have the right not to follow the legislation on currency transactions between residents and non-residents.

The Bank of Russia will regulate the "sandboxes". Earlier, its representative said that the draft law "On Digital Financial Assets" will prohibit the issuance and organization of circulation of crypt currency. According to Alexei Guznov, Director of the Legal Department of the Central Bank, the legalization of the issue of digital assets is associated with unjustified risk.

Two years ago, Belarus introduced decree 8 "On the development of digital economy. As a result, cryptov currencies were introduced into the legal field. In late February, we went to Minsk and found out why the cryptographic industry has been actively developing in Belarus since 2017, while in Russia it is still in the "gray zone.
